1、 Basic information of the project

1.4 Project Overview: In order to cooperate with project implementation, our company needs to conduct public bidding for downstream suppliers of intelligent fire protection scheme framework design and construction engineering for petroleum storage and transportation refining, urban rail transit, large chain enterprises, and urban regional systems. The expected market size of the project is about 500 million yuan


1.5 Planned Construction Period: May 2021 May 2023


1.6 Procurement Content: Potential suppliers will be selected through open bidding to provide corresponding equipment. The demand list is shown in the attached table, and specific requirements can be found in the bidding documents


1) Pipeline flow rate sensor (flow meter): detects the flow rate of liquid in the pipeline


2) User information transmission device: linked with automatic alarm hosts and compatible with automatic alarm hosts from major manufacturers


3) Personnel departure monitoring camera: intelligent Assess the on duty status of the personnel, Alarm after personnel leave


4) Alarm video linkage camera: Based on the alarm information uploaded by the automatic fire alarm host, the corresponding camera will automatically pop up the monitoring camera image associated with the alarm position in the software interface for fire confirmation


5) Channel blockage detection camera: intelligently judge the blocking status of the fire channel and alarm according to the rules


6) Flame recognition camera: intelligently detect and judge whether there is flame generated in the designated area of the space


7) Digital pressure transmitter: collection tube Alarm when network pressure value, high or low pressure exceeds threshold


8) Fire door monitor, fire door area extension, fire door monitoring module (door magnetic monitoring device, interface module), electric door closer, fire door electromagnetic release, fire door centralized power supply: Real time monitoring of the opening, closing, and fault status of fire doors in evacuation channels, displaying fault signals such as open circuit and short circuit of terminal equipment, indicating the alarm location and saving alarm information


9) Emergency lighting and evacuation indication controller Remote control of emergency lighting fixtures and evacuation signs, centralized power supply for emergency lighting, and emergency lighting distribution devices: to provide safe evacuation path instructions in critical moments, intelligently turn on the direction of fire emergency signs and emergency lighting


10) Fire hydrant pressure sensor: to collect the water pressure value of the fire hydrant, and alarm immediately if it exceeds the threshold


11) Pressure detector: to collect the water pressure value of the pipeline network, and alarm immediately if the high or low pressure exceeds the threshold


12) Liquid level detector: to collect the liquid level value of water tanks, pools, and other places, and alarm immediately if it exceeds the threshold


13) Fire extinguisher sensor: Real time monitoring of fire extinguisher pressure status, position changes, environmental temperature, etc., and accurate recording of fire extinguisher validity period. Data is updated in real-time in the background.


14) Electrical fire monitor host, electrical fire monitoring detector, electrical fire monitoring extension, three-phase circuit breaker, temperature and humidity sensor, electrical safety detection equipment (fault arc protector, arc extinguishing protector, current transformer, residual current transformer), voltage/current signal sensor, fire equipment power monitoring host, monitoring module: Real time online monitoring of cable temperature, current, and residual current dynamics to monitor risk factors and issue warning signals to decision-makers and managers


15) NB IoT to RS485/422 bus protocol converter: realizes networking and long-distance wireless data transmission of PLC serial devices through NB IoT, and can be compatible with various PLC manufacturer protocols


Remarks:


1. The above devices must have NB IoT communication transmission method to enter the cloud platform.Conditions


2. Publicly available transmission protocol interfaces.


3. The pipeline flow rate sensor, camera, fire hydrant pressure sensor, digital pressure transmitter, pressure detector, liquid level detector, and fire extinguisher sensor must have explosion-proof Ex identification.


4. The supplier must have independent hardware development capabilities.



Secondly, qualification requirements for suppliers


2.1 Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China


2.2 Specific qualification requirements for this project:


1) The supplier must be a legal person or other organization with a Level 2 or higher qualification for fire protection facility engineering professional contracting issued by the construction administrative department, and the qualification is valid, with a valid business license and safety production permit, and corresponding construction capabilities in personnel, equipment, funds, etc


2) Suppliers have similar project performance in the past three years


2.3 Not included in the list of dishonest executors, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement, please refer to the "Credit China" website.
